Cloud tools and services for implementing complex computational scenarios of digitalization of the processes for the post-war recovery and safe development of Ukraine are proposed, based on service-oriented architecture (SOA) and using the knowledge base. The proposed solutions will be tested against real-life use cases of creating and implementing a remote No-Code Patient Monitoring Platform "Clinic in the Cloud”, which is especially critical in the considerable destruction of the Ukrainian infrastructure of the health care system due to the war.
